One Python programmer needed with Top Secret

I am seeking a person that has a US Government Top Secret security clearance and is a knowledgeable programmer in the technologies listed below. Job location is downtown DC, with some possibility of telework for the right person. If you know any of the following (or someone that does) please contact me, or feel free to email a resume. If you do not have a clearance and think you may be able to obtain a Top Secret let me know as well. I am not a recruiter, but a small business looking to fulfill a niche in the federal marketplace.

Familiar with all sorts of web technologies, CMS systems and programming languages. You should have a core competency in Python, JavaScript, making UI's look pretty and be functional as well as have the ability to do Adobe Flash scripting/creation. Some generalized computer desktop support is also needed to help the users navigate and identify issues. If you would like to do Android, iPhone or Blackberry development the current project has those needs too. The high visibility client needs help on social media projects, integration and cool programming solutions.

This sounds bloody cheesy to me.
Why would you require a "US Government Top Secret security clearance" in order to find some "cool programming solutions" for "Android, iPhone or Blackberry"...

I know what it is, they're making a missile guidance app, because driving a car while drinking coffee while shaving and talking on the phone just isn't enough for some people... I can see the pitch now, There's an app for that!
