Yes, python is perfectly fine for stuff like that.
No special tools are required, you can pretty much just use any text editor and the python interpreter...
If you want an IDE, there are a few people say are pretty good. PyCharm
seems to be quite popular.
Also, there's this site
, where you can get installers for many 3rd party modules.
You might also want to install pip, which is a kind of a package manager for python. And maybe virtualenv as well.
