how to redirect packets with python?

I want to write a Client program that reads all packets and redirect some of them to our proxy server. (to bypass internet filtering)

we have dedicated proxy servers and I want to redirect only "filtered web traffics" to them. the rest of the packets should send to the actual target. I want to read all packets and if they are filtered, then send them to our proxy servers and recieve the result from our proxy server. all of them must be encrypted.

I need TLS tunnels to do it. how can I do this?

I think "Twisted" is good for it and I don't know where to start?

It sounds like you basically just want to take a standard proxy server written in Python, and modify it so that some of that traffic goes to another proxy. Is that about right?

If that sounds right, then it sounds like you'd just want to modify something like this.
