Using GME (a C/C++ library) in Python?

I'm just going to say this right away: I'm not a C/C++ programmer, but this library has features that I want to use and it hasn't been released in Python. Luckily, ctypes exists, so I can still use it. When I work out how.
What I'm trying to do is I want to use Game Music Emu in a Python game. I've kind of managed to get it to work on my Raspberry Pi with gcc (there's a Unix tutorial on the site), but most people don't use Linux and I want a way to use it on Windows, which the site doesn't give. I'm assuming I need to compile it to a DLL, but neither ctypes nor Visual Studio 2012 seem to feel like letting me do that.
Can anyone help?
